These special pricing plans need to be filed with the FCC as tariffs. Telecommunication companies will bury these tariffs in documents that contain hundreds, sometimes thousands of pages. They do this because by law, if they create a special pricing plan for one customer, they must offer it to everyone. As long as they file a tariff with the FCC, they are in compliance. Since we are constantly dealing with large customers and constantly reviewing their pricing plans, we know where to find the special tariffs.
